School Board appoints David Storm to at-large seat

ALBEMARLE COUNTY, Va. — The Albemarle County School Board voted 6-0 during its Sept. 24 meeting to appoint David Storm, a longtime county resident and Albemarle County Public Schools parent, to the board’s at-large seat.

Storm will represent the entire county on the seven-member board, which sets policy and approves the school division’s budget. He fills the vacancy created by the resignation of Allison Spillman and will serve the remainder of the term, which expires in December 2027.

“We had an amazing group of candidates to choose from, and all of them represented themselves and this community well. Ultimately, we believe Mr. Storm brings unique perspectives to the board as a parent, a legal expert, a business leader, and an engaged resident who will ask hard questions, challenge the status quo, and work collaboratively with the board as we navigate the challenges and opportunities in the year ahead,” said School Board Chair Rebecca Berlin.

Storm has lived in Albemarle County for more than two decades and is the parent of three ACPS students who attend different schools. He has served since 2018 on the division’s Long-Range Planning Advisory Committee, which advises the board on facilities, enrollment and capital needs. Those needs will be a key issue as the county considers adopting a 1-cent sales tax that could generate approximately $20 million a year for school construction projects if approved. Storm also serves on the Albemarle County Economic Development Authority.

“I’m honored to be selected to serve the people of Albemarle County. I am committed not simply to filling a seat, but to making a positive difference for every student in this division,” Storm said.

Storm’s career has centered on regulatory compliance and administration. He was a legal analyst with LexisNexis in Charlottesville from 2005 to 2024 and earlier served as director of compliance for the University of Virginia’s athletics department. He also held senior administrative roles in athletics at American University in Washington, D.C. From 2018 to 2022, and he taught a graduate course on the governance of collegiate athletics as an adjunct faculty member in UVA’s School of Education and Human Development.

Storm holds a bachelor’s degree from the University of Virginia and a law degree from Villanova University.

He volunteers extensively with local youth programs, including Scouting America and Monticello Little League.

The board interviewed candidates Sept. 10 and held a public hearing Sept. 17 to hear community input. Storm will be sworn in Thursday, Oct. 8, during the scheduled School Board meeting.
